OTONOMI DESA: KONSEPSI TEORITIS DAN LEGAL

Abstract

Conception and legislation of village administration and their application in New Order era, in which it was authoritarian, had some negative effects on villages in Indonesia. As reform advanced, legislation of village administration was changed and transformed time after time based on new conception of local administration autonomy including village administration. The renewal was led to new development of village community and its administration, but there were some weakness and obstacles conceptually, legally and practically.
